BRONZE SQUADRON MASTER SPECIALTY WARRANT OFFICER PROGRAM STANDARD OPERATING PROCEDURE — M-SWOP

1. PURPOSE

This SOP establishes policy and procedures for the identification, selection, development, and management of subject matter experts within Bronze Squadron who demonstrate exceptional mastery in a designated military specialty. The Master Specialty Warrant Officer Program (M-SWOP) provides a merit-based career pathway through the United States Navy Warrant Officer ranks (WO1 through CW5) for elite operators who serve as the unit's primary consultants, trainers, and technical authorities in their fields.

2. SCOPE

This SOP applies to all Bronze Squadron personnel who have been formally invited to, and have accepted, a position within the program. It does not apply to personnel pursuing traditional enlisted promotion pathways or commissioned officer routes.

The program encompasses the following designated specialties, based on unit needs:

  • Medical
  • Heavy Weapons
  • Special Reconnaissance
  • Intelligence
  • CQB Battle Master
  • Demolitions Specialist
  • Radio Transmission Operator
  • Mission Planning
  • Master Dive Operator
  • Master Airborne Operator
  • Odin Operations

3. POLICY

3.1 Program Philosophy

The M-SWOP recognizes and operationalizes exceptional expertise within Bronze Squadron. Members selected for this program represent the pinnacle of professional competency in their chosen specialty and serve as force multipliers through mentorship, consultation, and direct technical authority.

3.2 Selection Criteria

  • Invitation only. Selection is exclusively by invitation from Unit Headquarters (UHQ). No member may self-nominate or request placement.
  • Merit-based. Selection is based solely on demonstrated mastery, professional excellence, and unwavering dedication to Bronze Squadron standards.
  • Single occupancy. Only one (1) unit member may hold each specialty designation at any given time.
  • Position vacancy. A specialty may remain vacant indefinitely until a member demonstrates the expertise and professional commitment to warrant invitation.
  • No feedback protocol. Candidates receive no feedback regarding their progress toward, or consideration for, Master status until formally invited.

3.3 Career Path Conversion and Reversion

Accepting a Master Specialty position removes the member from their current promotion pathway and places them exclusively on the merit-based Warrant Officer progression track. The member's Time in Grade (TIG) is frozen immediately upon acceptance.

If a member later leaves the program, their career path reverts as follows:

  • Non-disciplinary removal. The member reverts to their previously held rank, their frozen TIG resumes accumulating from the balance held at time of conversion, and they return to the traditional career pathway and normal Chain of Command.
  • Disciplinary removal (performance or conduct). The member is immediately removed from Master status, reverts to their previously held rank with zero (0) TIG earned during their Master tenure, is demoted one (1) rank below that reversion rank, and returns to the traditional career pathway at the demoted rank with the corresponding TIG balance.

3.4 Rank Progression

Members of the program hold the following ranks in sequential order:

Advancement between ranks occurs only upon formal UHQ review and written recommendation. There is no automatic progression, and tenure in rank does not guarantee promotion consideration.

3.5 Command Structure and Assignment

Master Specialty Warrant Officers report directly to UHQ and operate outside the traditional Chain of Command. Members may be assigned to unit troops in support of their specialty, or may elect to remain active primarily as J7 Shop consultants — focusing on training, administrative support, and tactical gap-filling as determined by UHQ. Troop assignment is optional: a member may decline it without negative reflection on their performance evaluation. J7 Shop coordination never supersedes the member's direct reporting relationship with UHQ.

3.6 Specialty List Management

UHQ reserves the authority to add or remove specialties from the approved list as unit requirements and operational priorities evolve. Members will be notified of changes through official UHQ directive.

4. PROCEDURES

4.1 Candidate Identification

UHQ, in coordination with troop leadership and J7 Shop personnel, continuously monitors operator performance across all specialties. Candidates are evaluated against the following benchmarks:

  • Technical mastery of specialty knowledge and skills
  • Mentorship capability and willingness to educate peers
  • Professional conduct consistent with Bronze Squadron standards
  • Operational reliability and mission focus
  • Dedication to unit excellence and long-term commitment
  • Peer respect and recognized authority within the specialty

4.2 Invitation and Acceptance

UHQ formally invites qualified candidates via official communication. The invitation includes the specialty designation, entry rank assignment (WO1), reporting structure and UHQ contact protocols, and program expectations and responsibilities.

The candidate has seven (7) calendar days to formally accept or decline. Acceptance must be submitted in writing to UHQ with the concurrence of the candidate's current Chain of Command.

4.3 Onboarding

Upon acceptance, the member transitions to UHQ administrative control and receives an orientation briefing covering:

  • Warrant Officer rank insignia and protocol
  • Reporting procedures and UHQ coordination
  • J7 Shop integration and responsibilities
  • Technical authority scope and limitations
  • Mentorship expectations and requirements

The member is formally announced to the unit upon completion of onboarding.

4.4 Duty Assignments

4.5 Performance Evaluation and Advancement

Frequency. UHQ formally reviews each Master Specialty Warrant Officer annually, or as directed.

Advancement. Promotion through the Warrant Officer ranks (WO1 → CW2 → CW3 → CW4 → CW5) occurs only upon UHQ written recommendation following formal review.

Basis. Advancement is contingent upon demonstrated sustained excellence, mentorship impact, technical authority, and unit contribution — never tenure alone.

4.6 Removal

Non-Disciplinary Removal

  • UHQ issues written notification of removal from Master Specialty status.
  • The member's rank, TIG, and career pathway revert per Section 3.3.
  • Administrative actions are completed within five (5) calendar days.

Disciplinary Removal

  • UHQ conducts an investigation or review per applicable disciplinary procedures.
  • UHQ issues written notification of removal, including the reason for removal; the reversion, TIG reset, and demotion per Section 3.3; the member's return to the traditional career pathway; and the member's right to appeal per Bronze Squadron grievance procedures.
  • Administrative actions are completed within ten (10) calendar days.

5. RESPONSIBILITIES

5.1 Unit Headquarters (UHQ)

  • Identify, evaluate, and formally invite qualified candidates
  • Manage program administrative records and rank progression
  • Conduct annual and ad hoc performance reviews and recommend advancement
  • Coordinate external training opportunities and professional development
  • Authorize and approve all duty assignments and reassignments
  • Conduct removal procedures and disciplinary actions when necessary
  • Manage the composition of the specialty list
  • Serve as final authority on all program matters

5.2 Master Specialty Warrant Officers

  • Maintain expert proficiency in the designated specialty to the highest standard, including current knowledge of all technical limitations, regulatory constraints, and operational best practices
  • Conduct recurring formal training for unit personnel, and develop and maintain training curricula and technical documentation current with operational standards
  • Serve as technical authority during mission planning, briefing, and execution
  • Mentor junior personnel in the specialty discipline
  • Identify and report capability gaps, equipment shortfalls, and training deficiencies to UHQ
  • Attend professional development and external training as directed by UHQ
  • Report directly to UHQ on administrative and assignment matters, and accept or decline troop assignments as operationally appropriate
  • Coordinate with the J7 Shop on training development, curriculum review, capability assessments, and planning initiatives
  • Uphold Bronze Squadron standards in conduct, appearance, and performance

5.3 J7 Shop Leadership

  • Integrate Master Specialty Warrant Officers into training and planning functions
  • Provide administrative and logistical support for training execution
  • Request technical consultation and expert guidance as operationally necessary
  • Support curriculum development, training material updates, and capability assessment
  • Coordinate with UHQ on member performance observations and feedback

5.4 Troop Leadership

  • Recognize and respect the direct UHQ reporting relationship of Master Specialty Warrant Officers
  • Coordinate with UHQ regarding assignment or tasking of Master personnel
  • Support training delivery and professional development requirements
  • Provide feedback to UHQ on member performance and contribution when assigned
  • Implement specialty-specific technical guidance provided by Master Warrant Officers

5.5 General Unit Personnel

  • Respect the technical authority and expertise of Master Specialty Warrant Officers
  • Participate in mandatory training conducted by specialty holders
  • Adhere to technical guidance and operational procedures established by specialty experts
  • Report training and equipment needs through their Chain of Command
  • Support the professional development culture within Bronze Squadron

6. COMMANDER'S INTENT

The Master Specialty Warrant Officer Program embodies Bronze Squadron's commitment to operational excellence through recognized expertise and merit-based advancement. It elevates our most dedicated subject matter experts into roles where their deep technical knowledge directly multiplies unit capability and force readiness, and it makes them the institutional repository of critical knowledge within their fields.

This program is intentionally selective and demanding. Selection is earned through excellence in action, consistency in dedication, and alignment with squadron values — not through seniority, tenure, or personal request. Members are chosen not merely for technical skill, but for their demonstrated commitment to the mission, their dedication to mentoring the next generation of operators, and their unwavering professional standards.

Once selected, a Master Specialty Warrant Officer is the authoritative voice of Bronze Squadron in their discipline. Whether serving in an operational troop or as a J7 Shop consultant, they must demonstrate sustained excellence, active mentorship, and technical proficiency that sets the standard for the entire unit — and UHQ will evaluate exactly that before recommending advancement to each successive Warrant Officer rank.

Ultimately, this program exists to strengthen Bronze Squadron: to identify our finest operators, place them where their expertise creates maximum impact, and ensure that critical knowledge and professional standards are preserved and transmitted throughout the unit for generations to come.
